Final standards and guidelines for the regulation of air emissions from MSW landfills are being promulgated under the authority of section 111 of the Clean Air Act, as amended in 1990. The standards and guidelines will apply to municipal solid waste (MSW) landfills with greater than 2.5 million Mg or 2.5 million m3 of refuse in place and emitting 50 Mg/yr or more annually of nonmethane organic compounds. The standards and guidelines were proposed in the Federal Register on May 30, 1991 (56 FR 24468). A public hearing was also held. A notice of availability was published in the Federal Register on June 21, 1993 (58 FR 37790). This document summarizes all comments received by the Agency and the Agency's responses.
