EPA Grant Number: R829410E01
Title: Enhancing Water Research in West Virginia: Organization and Capability Building
Investigators: Ziemkiewicz, P. , Szwilski, Tony
Institution: West Virginia University , Marshall University
EPA Project Officer: Winner, Darrell
Project Period: October 1, 2001 through September 30, 2003 (Extended to September 30, 2004)
Project Period Covered by this Report: October 1, 2002 through September 30, 2003
Project Amount: $274,928
RFA: EPSCoR (Experimental Program to Stimulate Competitive Research) (2001)
Research Category: EPSCoR (The Experimental Program to Stimulate Competitive Research)

Description:

Objective:

The specific objectives of this research project are to: (1) broaden the scope of the West Virginia Advisory Committee for Water Research; (2) develop formal linkages between the State's two research universities; (3) organize a State Water Issues Conference; and (4) support a Science and Engineering Environmental Research (SEER) project (Mercury Speciation and Atmospheric Chemistry) in an area that will serve State and U.S. Environmental Protection Agency (EPA) priorities . Environmental research in West Virginia is based on a relatively few, world class, competitive programs within narrow technical fields: mine drainage, coal combustion byproducts, watershed restoration, and geographic information systems-assisted decision support. Improvement of our environmental research capabilities will require increasing the breadth of our competitive research and the number and quality of faculty and students. This Strategic Improvement Plan (SIP) proposes to build on the State's existing research management infrastructure while improving communication between academics (faculty and students) and the beneficiaries of environmental research: industry, the public, and state and federal agencies.

Progress Summary:

In Year 2 of the project, we accomplished the following:

• Visited state colleges to develop EPSCoR contacts.

• Populated the research capability database.

• Held Water Conference 2002.

• Planned Water Conference 2003.

• Developed the research team and submitted a proposal to EPA's Science To Achieve Results (STAR) program.

• Identified state water research issues.

• Notified EPSCoR contacts of the West Virginia Water Research Institute (WVWRI) request for proposals (RFP).

• Used identified state water research issues to refine WVWRI RFP.

Future Activities:

Water Conference 2003 will be held in Morgantown, WV, in October 2003. We also plan to further populate the database, develop research teams, and submit proposals to upcoming EPSCoR solicitations based on state water research issues and research teams identified previously.
