PHMSA represents the U.S. to participate as the Panel member nominated by the U.S. at the International Civil Aviation Organization (ICAO), Dangerous Goods Panel (DGP) meeting. The working group meets annually to assist the DGP in developing amendments to the ICAO Technical Instructions and to consider specific proposals relative to the safe transport of hazardous materials by air. The U.S. Hazardous Materials Regulations (HMR) authorize the transport of hazardous materials by air in accordance with the ICAO Technical Instructions subject to certain conditions and limitations.
