  • A Report from the Task Force on State and Local Homeland Security Funding - This report from the U.S. Department of Homeland Security Advisory Council examines why homeland security funds are not reaching local governments in a timely fashion. Highlights common themes such as reimbursement problems, state and local government's lack of purchasing power to obtain goods and services, communication gaps among all levels of government, and equipment backlogs. Provides recommendations such as establishing multistate cooperative consortia and expanding the use of state and local federal contracts, national standards for grant management, and compiling and disseminating best practices.
