Environmental Appeals Board


Welcome to the U.S. Environmental Protection Agency's Environmental Appeals Board Homepage.  The Appeals Board is the final Agency decisionmaker on administrative appeals under all major environmental statutes that the Agency administers.  It is an impartial body independent of all Agency components outside the immediate Office of the Administrator.  The Board typically sits in panels of three judges and makes decisions by majority vote.  Currently, nine experienced attorneys serve as counsel to the Board.

The Board has issued A Citizens' Guide to EPA's Environmental Appeals Board., which is a plain language guide for members of the public participating in matters before the Board.


NOTICE: The Board will now accept copies of documents, including exhibits, submitted electronically in PDF format either on matters already pending before the Board or on new matters. However, at the current time, any electronic submissions will not be considered a substitute for filing an original document with the Clerk of the Board. The Clerk of the Board must actually receive the original document by the document's due date in order for it to be timely filed. Until further notice, the electronic copy of a document submitted through the Board's electronic submission system will not be treated as a "filed" document. However, parties submitting documents electronically will be excused from the requirement to submit multiple copies.
