Title:Guilty Verdicts in DBE Fraud Investigation

Summary:A Federal jury in Tampa, FL found Tarand Transport, Inc., its owners Randy W. and Tammy J. Blankenship, and Howard L. Glover, doing business as H.J. Trucking, guilty of conspiring to circumvent Federal and state disadvantaged business enterprise (DBE) requirements for highway construction projects. Two other defendants, JD Miller and JD Miller & Sons Trucking, Inc., had already pled guilty. The jury also awarded the Government a judgement against Tarand in the amount of $268,878.74. Sentencing for all defendants is scheduled for mid-November. OIG investigated this case with the State of Florida DOT/OIG and Department of Law Enforcement.
