| Summary: | On May 1, Regjean Welch, a former clerk for the Michigan Secretary of State (MSOS) was sentenced in U.S. District Court in Detroit, MI to 10 months in prison for her part in a scheme to sell driver's licenses and IDS. Welch, who had worked at the Livonia MSOS office, pled guilty in December 2005 to charges of conspiracy in providing the fraudulent documents. She admitted to issuing temporary instruction permits and operator's licenses on at least three occasions without requiring that the individuals take the written knowledge test andlor provide proof of residency or valid identification. Applicants, who had been referred to Welch by Andre Donaldson, paid $100 to $500 (split between Welch and Donaldson) for each fraudulent document issued. Donaldson also pled guilty and was sentenced to 12 months in prison on April 10,2006. The investigation was conducted as part of an FBI Task Force with DHS-ICE, the Michigan Department of State, and the Michigan State Police. |
