Title:	Three Massachusetts Bay Transportation Authority Officials Charged with Larceny and False Claims for Falsifying Timesheets

Summary:	On September 11, 2008, three employees of the Massachusetts Bay Transportation Authority’s (MBTA) Design and Construction Department were indicted by a Suffolk County grand jury and charged with two felonies, including larceny and presentation of false claims. The three MBTA officials, Michael O’Toole, resident engineer and construction inspectors, Francis Flaherty and Christopher Peatridge, were being paid full–time salaries to oversee MBTA capital projects, but often worked as little as one or two hours a day while under surveillance. The individuals then submitted timesheets indicating they had worked full days and were paid accordingly. This investigation was conducted by the Massachusetts Inspector General’s Office and prosecuted by the Massachusetts Attorney General’s Office. DOT/OIG will continue to investigate the Federal aspect with the Massachusetts Attorney General’s Office. Note: As in any criminal case, a person is presumed innocent unless and until proved guilty. The charges filed merely contain allegations of criminal conduct.
