| Summary: | On April 2, Joseph Moderski, a consultant for Sky Sites, Inc., was ordered by a U.S. District Court judge in Philadelphia, Pennsylvania, to serve 14 months in prison and pay $25,833 in fines and restitution for his role in a corruption scheme involving FAA-regulated airport advertising contracts at Philadelphia International Airport. Moderski pleaded guilty in September 2006 to charges of conspiracy, mail fraud, and wire fraud related to illegal contributions totaling $40,000 to political action committees supporting the Mayor of Philadelphia. Moderski, along with a former Sky Sites DBE subcontractor and two former Sky Sites executives, agreed to defraud Sky Sites using a sham $10,000 consulting bonus paid to Moderski and a phony $30,000 invoice. Moderski and the others then illegally donated the money to the political action committees in 2000 and 2001. Pennsylvania law prohibits corporations from contributing to state political action committees. Moderski and his consulting company, JC Moderski, Inc. were suspended by FAA. Moderksi remains under Federal indictment on separate charges of defrauding the airport and JC Decaux, the company which acquired Sky Sites and retains the advertising concession at the Philadelphia airport. OIG is conducting this investigation with the FBI and the IRS. |
