Summary:	On October 10, Jimmy D. Halcomb, of Durham, NC, pleaded guilty in U.S. District Court in Greensboro, NC, to one count of making false statements in connection with fraudulent testing for commercial drivers licenses (CDL). Halcomb, an authorized third party CDL examiner, gave 151 examinations to drivers applying for CDLs since 2002. The North Carolina Department of Motor Vehicles (NCDMV) suspected Halcomb of providing fraudulent exams and referred the case to us for investigation. Our investigation found that most of the examinations given by Halcomb were fraudulent. Halcomb had failed to give all three parts of the examination as required by state law and in many cases gave no examination at all. The NCDMV revoked all 151 questioned licenses, re-tested each driver, and removed Halcomb as an examiner. Halcomb was indicted on August 4.
