| Summary: | On April 10, Andre Donaldson was sentenced in U.S. District Court in Detroit, MI to 12 months in prison for facilitating the sale of fraudulent driver's licenses and CDLs. Donaldson pled guilty to the federal felony charges in January. Our investigation found that, beginning in March 2001, Donaldson referred individuals seeking Michigan driver's licenses and CDLs to co-defendant, Regjean Welch, a former Michigan Secretary of State employee and others, who provided temporary instruction permits and operator's licenses without requiring that they take the written knowledge test and/or provide proof of residency or valid identification. Customers paid $100 to $500 (split between Donaldson and Welch) for each fraudulent document issued. Welch pled guilty to conspiracy charges in December 2005 and is scheduled for sentencing in May. The ongoing investigation is being conducted as part of an FBI Task Force with DHS-ICE, the Michigan Department of State, and the Michigan State Police. |
