Title:Over $94,000 in Airport Improvement Funds Recouped After Contract Fraud Conviction

Summary:On April 13, FAA recovered $94,072 from the Reading, PA Regional Airport Authority (RRAA), a grantee under FAA’s Airport Improvement Program. The funds had been initially approved by FAA in February 2005 for cost overruns on a runway reconstruction project, but FAA subsequently learned that the overrun involved work performed by John Vitillo, an engineering consultant. In November 2004, following an OIG investigation, Vitillo and two companies he owns were convicted on charges of conspiracy and theft of $317,000 in federal airport funds during the period from February 1998 to January 2001. An appeal of the conviction is pending, but the matter has been referred to FAA for debarment consideration.
