CIRCULAR LETTER NO. 469

TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Federal Depository Library Program Quantities for Publications Produced via Direct-Deal Term Contracts

The purpose of this Circular Letter is to remind agencies utilizing direct-deal term contracts of the importance of adding the correct Federal Depository Library Program (FDLP) quantity to each print order submitted.

Each fiscal year, the Government Printing Office (GPO) notifies agencies submitting work via direct-deal term contracts of the correct quantity of FDLP copies to add to the print order(s) for their products. Letters updating this information are sent, as necessary, throughout the fiscal year. However, there have been numerous instances where agency print orders have contained severely outdated quantities. Significant differences between the quantity of FDLP copies ordered and the quantity required can result in wasteful overages or the need for costly reprints.

The continuing transition to a more electronic FDLP has resulted in reducing the number of "hard copies" of publications required for dissemination through the program. Therefore, it is important that agencies include the GPO-specified quantity of depository library copies on each print order submitted on direct-deal term contracts. The costs for excess copies or reprints caused by incorrect FDLP quantities will be charged to the agency submitting the print order.

Please be reminded that GPO's notification letters also include important information regarding quantities to add for other agencies' riders, the International Exchange Program, and the GPO Sales Program.
