TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Billing of Congressional Rider Requisitions

The Government Printing Office (GPO) has sufficient historical information to enable annual fixed billing of the majority of rider requisitions for congressional work well before the end of each fiscal year. This means that GPO will send only one bill for the entire year for all congressional riders. Agencies submit these rider requisitions to GPO in response to an annual circular letter. We believe that providing current fiscal year billing information prior to budget preparation for the upcoming fiscal year will greatly assist our customer agencies in their financial planning activities.

The vast majority of congressional rider orders will be billed in April for the entire fiscal year. An exception will be made for those orders that carry a quantity of "as ordered," which will be billed as each individual job is completed.
