TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Higher Paper Prices

Printing papers are once again in short supply. Longer and longer delivery times are being quoted. The average price increase in our January 1, 1995, quarterly paper contract was 29-percent. This follows a 15-percent increase this past October. The outlook is that this trend of higher prices will prevail for the next few years. Because of the paper shortage, we are receiving fewer bids on many of our commercially procured jobs, which again results in higher prices.

To help the Government Printing Office procure your printing and binding needs, we request that you give as much lead time and as many paper options as possible. An example would be giving us the option for 40- or 60-pound offset in addition to 50-pound offset.

We will keep you informed of this volatile situation. Please contact your Account Representative or Regional Procurement Manager if you have any questions concerning this matter.
