TO: Printing and Publishing Officials of the Federal Government

SUBJECT: General Usage Term Contract for the Procurement of U.S. District Court Violation Notices

The Administrative Office of the U.S. Courts e-mailed a PDF memorandum on May 12, 2005, to all Federal law enforcement agencies using the Central Violations Bureau to process petty offense citations. This e-mail notified them of a revised U.S. District Court Violation Notice and asked that Federal law enforcement agencies have the new notices printed and in use by July 1, 2005. The PDF has since been updated with new camera copy in response to security concerns with the original camera copy. (Note: The change is to part 3.) The original PDF memorandum and the updated PDF are attached below.

A number of agencies made partial orders to satisfy their immediate needs and to comply with the requested deadline. In order to facilitate all future needs of the Government, expedite production, and leverage GPO’s competitive procurement edge, the Government Printing Office (GPO) has established General Usage Term Contract 347-S for the procurement of the Violation Notices.

This term contract will ensure that the government can enjoy quick service and receive the best available pricing. Under the pricing structure for the 347-S contract, the price breakdown per each Violation Notice book (consisting of 25 4-part forms) is shown below. The minimum order is 10 books. Note that the new security features and the complexity of the form design have increased the price of these books over the previous design. The schedule is 10 workdays for orders up to 1,500 books with an additional 5 workdays for each additional 1,000 books, or portion thereof. The maximum schedule for any order is 30 workdays.

*Special handling, modifications, and rush schedules may add additional costs. GPO will also add the customary surcharge to the total order cost.
