Scope and Basic Radionuclide Values from ST-1


On December 28, 1999 RSPA published in the Federal Register an advance notice of proposed rulemaking (ANPRM) under Docket No. RSPA-99-6283 (HM-230), "Hazardous Materials Regulations; Compatibility With the Regulations of the International Atomic Energy Agency" (64 FR 72633). This ANPRM indicates that RSPA is considering the possible adoption in Title 49 of the Code of Federal Regulations of some or all of the 1996 changes to the international regulations governing the safe transport of radioactive material, as contained in the International Atomic Energy Agency (IAEA) publication entitled "IAEA Safety Standards Series: Regulations for the Safe Transport of Radioactive Material, 1996 Edition, Requirements, No. ST-1'' (hereafter referred to as ST-1). As indicated in the ANPRM, copies of ST-1 may be obtained from the U.S. distributor, Bernan Associates, 4611-F Assembly Drive, Lanham, MD 20706-4391, telephone (301) 459-7666.

As an aid to persons interested in reviewing some of the changes in the international regulations, permission has been obtained from the IAEA to publish ST-1 (pdf - 74K) paragraphs 106 through 109 on Scope, and paragraphs 401 through 406, paragraphs 413 and 414, and Tables I and II on Basic Radionuclide Values.
