We have not tracked the number of panels that held public meetings, however, we do know that the NOAA National Marine Fisheries Service last year had six ISI for which public meetings were held.

As to the number of peer review panels that allowed public comment, for NOAA National Fisheries Service (NMFS) ISI, 14 peer review plans provided the opportunity for public comment on the work product to be peer reviewed. Also, comment was available at public meetings (all panels that held public meetings allowed public comment at those meetings), through materials posted to the web, and/or through FR notices of availability.

    All HISAs for the NOAA Office of Oceanic and Atmospheric Research (NOAA OAR) include a public comment period, but it is not explicitly part of the expert review. Two reports so far (1.1 and 2.2) had the public comment period after the expert review. NOAA OAR is considering having the public comment concurrent with the expert review, and making the public comments available to the peer review panels. The one NOAA OAR ISI did not have a public comment period. See attached Table 4.

    NOAA as a whole in its peer review agenda tracks whether the public, including scientific and professional societies, is asked by NOAA to nominate potential peer reviewers (7_times for items posted during 2006 – see attached Table 5).

    However, we do know that two NMFS ISI items used professional societies to solicit peer reviewers. [Gulf menhaden study and ID44, right whale ship strike strategy.]

    For all of OAR's HISAs, a broad audience is invited to nominate reviewers via the National Academy of Sciences liaisons and mailing lists; it is not limited to professional societies. NOAA OAR has not specifically asked professional societies to nominate reviewers. See also attached Table5.

    During 2006, there were 24 new items added to the Agenda. Of these, one was HISA and 23 were ISI. In addition, there were 19 items first listed before 2006 but still open at the start of the year. Of these, eight were HISAs and the remainder ISI. See attached Table 1 and Table 2.

    Finally, five items were removed from the Agenda in December. All had been posted for a year and complete for at least eight months. All are ISI. These are listed in Table 3.
