  Federal Acquisition Service (FAS) Messaging
  Background on FAS
 
  Nearly two years ago, GSA embarked upon a major initiative to merge two of its customer facing services, the Federal Technology Service (FTS) and the Federal Supply Service (FSS), resulting in the formation of the new Federal Acquisition Service (FAS). The purpose of the merger is to streamline GSA’s business operations in order to offer customers a single-source solution to purchasing literally millions of products and services at the best possible value while maintaining compliance with federal law. In addition, the merger would create an opportunity for GSA to shift its strategic focus toward enhancing customer service and overall satisfaction, and, in turn, strengthen its brand image in the market.
 
  Subsequently, on October 6, 2006, President George W. Bush officially approved the new FAS organization when he signed into law H.R. 2066, the General Services Administration Modernization Act. In turn, on December 6, 2006, Administrator Lurita Doan signed GSA Order ADM 5440.591 Change 2, approving the regional Federal Acquisition Service organization and taking the next step in the FAS organizational implementation process.
 
  Defining a New Strategic Direction
 
  When major transformations occur within an organization, it is imperative to conduct a well-planned program to inform and educate stakeholders on the broad implications of the changes ahead and perhaps how their role or contributions may be affected.
