INFORMATION SYSTEMS TECHNICAL ADVISORY COMMITTEE

OPEN SESSION:

1. The ISTAC meeting opened with introductions and solicitation of comments from the public. There were no comments from the public. Approximately 30 people were in attendance.

2. Meeting dates for calendar year 2007 were proposed: Feb 27-28, April 25-26, Jul 25-26 and Nov 7-8. The February meeting is planned to be in San Diego ; the other meetings are planned to be in Washington DC .

3. A comprehensive update on BIS activities was provided.

3A. Bernie Kritzer provided a summary of BIS activities, with emphasis on licensing activity and processing times.

3B. Matt Borman asked the ISTAC to consider whether to undertake a comprehensive review of the CCL categories within ISTAC purview. Specific questions asked were: Is such a review useful? How long would it take? Would it cover all ECCNs or only a subset? The ISTAC will consider this and provide a response after the February 2007 meeting.

3C. Kevin Kurland provided an overview of activities of the Office of Technology Evaluation

3D. Jim Thompson and Brian Baker provided a summary of the outcome of negotiations at the Wassenaar Experts Group meeting in September.

3E. Hillary Hess gave a summary of regulations. Of particular interest was the draft rule amending BAG and TMP. Tim DiVincenzo recommended that ISTAC members read this draft rule and consider its implications.

4. Bill Klepczynski of IDA gave a technical overview presentation on frequency standards and timekeeping, with particular emphasis on the emerging technology of chip-scale atomic clocks. No specific export-control issues or proposals were raised, so no ISTAC action was required. The ISTAC will engage appropriate industry participation when and if a proposal regarding frequency standards is tabled. The ISTAC thanked Bill for his fine presentation.

5. Henry Brandt presented the Practioner’s Guide to APP. The intention is that this Guide will be presented to BIS and, with appropriate interagency review, be published as a BIS document. As a final step before forwarding the Guide to BIS, the draft will be circulated to the ISTAC with a request for comments, those comments due by December 15, 2006.

6. Jim Zellers and John Noble of Agilent gave a presentation on phase noise. Jim provided a technical overview and John raised numerous questions regarding the existing language of 3A2d4 and suggested issues that might be considered when reviewing/revising that language. No specific proposal was tabled, but there was extensive discussion. A proposal for phase noise is expected, and the ISTAC will continue discussions will continue when and as appropriate based on interest from USG and industry.

7. David Robertson of Analog Devices gave a presentation on frequency synthesis, DDS and assemblies. This presentation included a tutorial on frequency synthesis and also suggested issues that might be considered when reviewing/revising that language. No specific proposal was tabled. The ISTAC will continue discussions will continue when and as appropriate based on interest from USG and industry.

8. Henry Brandt returned with a presentation on hardware accelerators. Two specific questions were raised: 1) What ECCN should be applied to hardware accelerators, and 2) Do APP aggregation rules apply to accelerators? The ISTAC encouraged Henry to continue work on these issues and to develop a draft proposal.
