Res. 859] The Committee on Rules, having had under consideration House Resolution 859, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of the conference report to accompany H.R. 2082, the ``Intelligence Authorization Act for Fiscal Year 2008.'' The rule waives all points of order against the conference report and its consideration. EXPLANATION OF WAIVERS The waiver of all points of order against the conference report and against its consideration includes a waiver of clause 9 of rule XXII (precluding conferees from including matter outside the scope of conference). Although the rule waives all points of order against the conference report and against its consideration, the conference report does not violate either clause 9 or 10 of rule XXI (requiring earmarks to be disclosed and requiring conference reports to be in compliance with the paygo rule). <all>
