Federal
Procurement Data System - Next Generation (FPDS-NG)
- The FPDS-NG collects, edits,
and validates contract reporting data across the entire Federal Government.
The purpose of the system is to enhance the FPDS to lower the government-wide
cost of operations, to be more responsive to the needs of its customers,
and to implement technology that enables data collection directly from
agency electronic commerce systems.

Balanced Scorecard (BSC)
-
The BSC measures the performance of the
Department's acquisition community. The BSC automatically extracts quantitative
procurement data from Enterprise Acquisition Reporting System (EARS). The BSC
integrates training metrics from the Acquisition Workforce database. A survey tool
collects the qualitative data. The qualitative and quantitative data is then used
to measure the accomplishments of the operating units within the acquisition
community. The BSC includes several component sub-systems that share the same
platform and application base and provide integrated data into the BSC. These
sub-systems include The Acquisition Workforce database - envisioned as a tool to
assist the Department of Commerce, Acquisition Performance, Policy & Support
Branch and agency managers in collecting and maintaining standard acquisition
workforce information as mandated by Section 37(d) of the Office of Federal
Procurement Policy Act (Federal Acquisition Reform Act of 1995 amendments), 41
USC 433(d). The information collected is used to assist managers in making informed
budgeting, staffing, training and employee development decisions, and enable
managers to monitor the availability of staff warrants and specific skill sets.

Enterprise Acquisition Reporting System (EARS)
OAM provides a wide array of
acquisition services and has become the fulcrum for new eCommerce and
eGovernment initiatives in Commerce. To provide effective customer
support, OAM needs information technology that integrates information
among current systems such as Commerce STandard Acquisition and Reporting
System (CSTARS), the Federal Procurement Data System-Next Generation
(FPDS-NG), the Consolidated Reporting System (CRS), the Balanced Scorecard
System (BSC) and the Federal Assistance Award Data System (FAADS). To
improve service and set the stage for future eGovernment initiatives,
OAM offers its business users a reporting environment through data
warehouse and web technologies. This environment supports interactive query,
analysis, as well as presentation of procurement, contract, accounting,
and other related business activities.
