Developed by the Institute of Transportation Engineers (ITE) in partnership with the FHWA, this report focuses on engineering countermeasures, but also presents a process for determining whether a red-light running problem exists, and identifying appropriate countermeasures.

Safety Evaluation of Red Light Cameras: Executive Summary
This is an executive summary of Safety Evaluation of Red Light Cameras, a report published by the FHWA in April 2005. The study used data from seven jurisdictions to estimate the crash and associated economic effects of red light enforcement cameras.
