Emergency ManagementEmergency Management The National Response Framework establishes a comprehensive all-hazards approach to domestic incident response. GSA plays a critical role in the National Response Framework, providing a full array of logistical, acquisition support, and specified transportation support through the range of possible conditions. With today’s changing threat environment, everyone needs awareness of the full spectrum of emergencies and disasters that can affect delivery of essential services. GSA's Continuity of Operations (COOP) planning, testing, and training enables employees to continue operations and customer support in any emergency.
