Question: After being issued a certificate, can I still access eoffer if my email address needs to be changed
Answer: You should add your self as a negotiator with the new email address before you have the old email address changed. That way, when the email address is changed you can still access the system.

Question: Can I purchase one digital certificate for the whole office?
Answer: No, each person in your office that will be accessing the eOffer system will need their own digital certificate. The certificates are issued on an individual basis.

Question: Does GSA currently accept DOD Digital Certificates?
Answer: We are not currently accepting DOD certificates. However, we are in the process of cross certifying the DOD certificate with our system. As soon as that process is complete, we will begin to accept the DOD certificates.

Question: How do I put my signature on my Eoffer Final Contract Document? wmanfredi@nacr.com
Answer: After you complete negotiation with the Contracting Officer, they will prepare you offer for award. Then you will see a sign button in eOffer to put the signature on the offer.

Question: How do I sign up for the Digital Certificate in order to access e-Mod?
Answer: There are two links for the eOffer homepage. Click the 'ACES Cert' or the 'Apply for ACES authentication certificate for secure online transactions and electronic signatures' links. These links give you information about the vendors that are authorized to sell digital certificates.

Question: How do you get a digital certificate?
Answer: You should visit the ACES homepage and determine which company you want to purchase your certificate from. You can click the link from the eOffer homepage titled 'Apply for ACES authentication certificate for secure online transactions and electronic signatures' or go to www.gsa.gov/ACES to get to the homepage. Click Industry Partners on the left hand tool bar. This will give you a list of the companies and their prices.

Question: How long does it take after the signed and notarized certificate is received by your department to be able to submit a contract proposal, electronically?
Answer: It takes approximately 2 to 3 weeks to receive your certificate.

Answer: You will have to contact your Contracting Officer to determine how long it will take them to approve your modification.

Question: How much does the Digital Certificate Cost? How does a Company Pay for it (Credit Card, Check...)? What is the processing time after payment? Does the Certificate have an expiration date?
Answer: The digital certificate ranges between $90 and $119 bepending on the vendor you choose to use. There are several methods of payment which depend on the vendor you choose to work with. The payment method is spelled out on each vendors website. The application process takes approximately 2 weeks. Some certificates expire every year others expire every two years. Again, it depends on the vendor you choose to work with.

Question: I have a new computer and want to transfer the certificate to my new system. Where do I locate the digital certificate and how do I transfer it to my new system?
Answer: If the user have a Digital Cert Provided by DST the instructions are listed below. If they need additional assistance please call 888-248-4447 If their Digital Cert was provided by ORC please call for addt'l asistance (703) 246-8531 HOW TO IMPORT DIGITAL CERTFICATES TO ANOTHER PC Digital Certificates can be used by individuals working from home or from- telecommute centers. Question: Is there a time limit to submit the forms for our digital certificate? We applied for it on line but have not submitted the paperwork yet.
Answer: No. There is not a time limit on submitting your paperwork. However, it takes approximately 2 weeks from the time they receive all your information to process your request.

Question: The logon only asked for the Duns Number and + 4, what prevents another person that knows your Duns Number with a certificate from accessing your information?
Answer: The negotiators list is crossed referenced with the certificate to ensure that only the people authorized to work on the offer are granted access.

Question: We already have digital certificates for our online store. Is this a different ACES certificate specific to the eOffer process or can we use what we have?
Answer: We use the ACES Business Representative Certificates. If this is the type of certificate you have you may use it. If you do not have this type of certificate you will need to get a new one or have the company that issued your certificate contact us to determine if their certificate is compatible.

Question: We are an independent LLC consulting firm and do not have a Duns number. Must we obtain one first to do emods and eoffers?
Answer: Yes. You must have a DUNS number before you can use eOffer or eMod.

Question: We assist companies in obtaining GSA Schedules. Will we need a unique digital business certificate for each company we help, or, will a single digital business certificate allow us to submit schedules for various companies?
Answer: You will not need a unique digital certificate for each company you work with. You can use your digital certificate to work on any offer that you are a negotiator for. However, if your client is going to sign the final documents they will need their own certificate. The digital certificates are assigned on an individual basis and not on the company level. So, each individual will need their own certificate.

Question: What is an Industrial Fee?
Answer: The Industrial Funding Fee is a fee paid quarterly on vendor sales. This fee is used to support the contract administration and is .75% of your quarterly sales.

Question: When will eOffer be available for schedule 71? If we have a current contract how do we get our contract on eOffer?
Answer: We are hoping to have all schedules up and running on eOffer by the end of FY06. If you already have a contract you are able to use eMod to do modification to your contract. To used eMod you need a digital certificate. Go back to the eOffer homepage and you may apply a no cost certificate.

Question: where can I download the Authorization Agreement and ID forms so that I can submitt tham and finalize my certificate
Answer: When you fill out the online application you will be prompted to download the form that needs to be notarized and submitted. Once you have submitted this form, you will receive an envelope in the mail with your activation code to download your certificate.

Answer: You can do modification from eMod, but renewals are initiated by the contracting officer. Therefore, they can not be done in eMods.

Answer: This depends on your contracting officer and their work load.

Answer: eMod is avaliable for all schedules.

Question: I would like to add 2 additional Environmental Services SINS to my contract, how do I do that
Answer: You must submit your contract modification for adding a SIN to FAS for approval, please contact your contracting officer direct for instructions. eMod is the web-base application that is available for you to electronically prepare and submit the contract modification. You can access the eMod application by logging on to http://eoffer.gsa.gov. You are required to have a digital certificate downloaded to your computer to access this application.

Question: If i have already submitted the paper solicitation, would changing to the electronic solicitation speed up the process?
Answer: It may cause more problems. If you have two verisons of a proposal in our system, it may slow down the progress of your offer.

Answer: No. Currently the Corporate Schedule is avaliable on eOffer.

Answer: The process is totally electronic.

Question: Is there a form to use when asking to have someone added as a negotiator for a GSA Solicitation, but not to have them able to sign off on contracts?
Answer: If you are using eOffer, you may add them to the negotiators list yourself and assign their role. However, you may want to add a statement on company letterhead stating that they can work the offer, but not commit the company. This letter should be added as an attachment.

Answer: No there is not a limit.

Question: My question is, do I have to apply electronically, and if not, can i just apply the old fashion way through mail?If i do have different options, what are the benefits of applying electronically?
Answer: No. You do not have to apply electronically it is not mandatory. The benefits of applying electronically is that (1) Alleviates paperwork burden (2) Walks you through the entire submittal process thus reducing errors (4) Verifies the submission of required documents (5) Ensures speedy and secure delivery. Once you hit the submit button it takes no more than 15 minutes for us to receive it.

Question: We submitted an Eoffer 2 weeks ago, and have not heard back from GSA. How do we know who our GSA contracting official is?
Answer: You will receive a letter from your contracting officer when they have review your offer. If you submitted an offer on schedule 70, you may contact their help desk at 703-605-2700. If you submitted an offer on any other schedule, you may contact that office directly with any questions.

Question: I'm trying to upload a 16MB PDF file (financial statements) but the system timed out on me without uploading the file. Will e-Offer accept a zipped file with .zip extension? If not, do you have another solution?
Answer: There is a 2MB limit on the file size. You can break you file into sections and upload each peice.

Question: GSA - for Canadian company?
Answer: For Canadian company???? Your question is vague. Are you asking if a Canadian company can use the eOffer/eMod system? If that is what you are asking, the answer is no. To use the eOffer/eMod system, you need a digital certificate. A Digital Certificate is an electronic credential that asserts the identity of an individual. It enables us to verify the identity of the individual entering the system and signing documents. They are used to encrypt or decrypt data to ensure that it is securely transmitted. It is a packet of information that is stored on your web browser. Our digital certificate providers do not currently offer digital certificates to individuals living in foreign countries.

Question: Is there a way to drop a Duns number from your drop down list when you logon. If you are working on more than one offer and decide to delete an offer the number still appears in the drop down list.
Answer: No. Any DUNs number that you have used will remain in the list.
