Roles

Operation of the Registries requires a complete set of individual roles and responsibilities. Below is a chart listing the functional roles and responsibilities for each registry. It should be noted that one individual or organization might fill more than one functional role.

Secondary Data Standard Steward

The Secondary Data Standard Steward assists the Primary Data Standards Steward in maintaining the accuracy of data standards and standardized code sets within the data standards, reviewing and updating of standards, and assisting users with questions concerning implementation.

The Secondary Data Standard Steward assists the Primary Data Standard Steward in requesting the Data Standards Branch (DSB) to make minor changes, or asking DSB to convene an action team to review a standard and suggest major changes to be approved through the review and comment process.

Secondary Code Set Steward

This role has secondary responsibility for managing the content of assigned code set records and can request deletions of assigned code set records. This role is assigned to Secondary Data Standards Stewards if their standard has an associated code set(s) to allow them to manage that code set within the standard.

Secondary Code Set Steward can edit (including delete) a code set record; can request changes to locked fields and can request addition of new code set records.

System Administrator

This role is the highest level of access and allows performing all administrative functions such as maintaining user roles within a registry; approving, rejecting, and deleting data; and maintaining reference data.

System Administrator has edit access to all records in the registry; System Administrator also may have ability to modify pick lists or change field names.

Primary Registrar

This role has primary responsibility for managing the content of an assigned registry and can request deletions of their assigned registry records.

Primary Registry Steward main function is the development, monitoring, and training of the processes for use and operation of the registry so that all users produce quality information. Primary Registry Steward can edit (including delete) a registry record; can request changes to locked fields; and can request addition of new registry records.

Primary Data Standard Steward

The Primary Data Standard Steward has primary responsibility for maintaining the accuracy of data standards and standardized code sets within the data standards, reviewing and updating of standards, and assisting users with questions concerning implementation.

This role has secondary responsibility for managing the content of an EPA system or dataset dictionary within the data registry as well as mapping to concepts, data standards, and other system data elements.

Secondary Data Dictionary Stewards can edit (including delete) a data dictionary; can request changes to locked fields; and can request addition of new data dictionaries.

Primary Concept Steward

This role confers primary responsibility to create, maintain, and archive concepts within the terminology registry and the data registry.

Primary Terminology Steward can edit (including delete) concept records from the terminology and data registry; approve the changes made to the terminology and data registry by the secondary information resource steward; is the custodian of the concepts and concept systems. Can request the System Administrator to archive classifications and sets of concepts.

Secondary Data Element Group Steward

This role has the responsibility of assisting the Primary Data Element Group Steward in managing the content of a data element group record and can request deletions of assigned data element group records. This role is assigned to Secondary Data Standards Stewards to allow them to manage the data elements and groups of elements within the standard.

Secondary Data Element Group Stewards can edit (including delete) a data element group record; can request changes to locked fields; and can request addition of new data element group records.

Anonymous User

This role has read-only access to registry records on the public Internet. They may also download limited content.

Anonymous user has no functional role, other than read-only, for any registry information.

Secondary Concept Steward

This role confers secondary responsibility to create, maintain, and archive concepts within the terminology registry and the data registry.

Secondary Concept Steward can edit, create, and classify concept records for the assigned registry. Within the data registry, the Secondary Concept Steward can associate concepts with conceptual administered items (data element concepts, conceptual domains, value meanings). All changes must be approved by the Primary Concept Steward before they are made final. Requests to archive concept records must be made to the Primary Concept Steward.

Primary Code Set Steward

This role has primary responsibility for managing the content of assigned code set records and can request deletions of assigned code set records. This role is assigned to Data Standards Stewards if their standard has an associated code set(s) to allow them to manage that code set within the standard.

Primary Code Set Steward can edit (including delete) a code set record; can request changes to locked fields; and can request addition of new code set records.

Primary Data Dictionary Steward

This role has primary responsibility for managing the content of an EPA system or dataset dictionary within the data registry as well as mapping to concepts, data standards, and other system data elements.

Primary Data Element Group Steward can edit (including delete) a data dictionary; can request changes to locked fields; and can request addition of new data dictionaries.

Primary Data Element Group Steward

This role has primary responsibility for managing the content of assigned data element group records and can request deletions of assigned data element group records. This role is assigned to Data Standards Stewards to allow them to manage the data elements and groups of elements within the standard.

Primary Data Element Group Steward can edit (including delete) a data element group record; can request changes to locked fields and can request addition of new data element group records.

Secondary Registrar

This role has secondary responsibility for managing the content of an assigned registry and can request deletions of their assigned registry records.

Secondary Registry Steward main function is the development, monitoring, and training of the processes for use and operation of the registry so that all users produce quality information. Secondary Registry Steward can edit (including delete) a registry record; can request changes to locked fields; and can request addition of new registry records.

Trusted User

This role has read-access to all information in the registries and has some rights not available to the Anonymous User, such as the ability to request the addition of a new information resource in a registry through a log-in screen.

Trusted User has read only functionality to existing information in the registries, although the trusted user is able to request creation of new records in the different registries, potentially becoming a steward for the new record

Technical Reviewer

This role is responsible for review and recommendation of technologies compliant with EPA architecture and regulations to provide the technological functions needed in the SOR
