CIRCULAR LETTER NO. 706

TO: Printing and Publishing Officials of the Federal Government

SUBJECT: GPO Rules and Regulations Governing Buildings and Grounds

The Government Printing Office recently issued GPO Directive 825.38 (GPO Directive 825.38) which establishes new security procedures and requirements to protect GPO employees and property. The Directive contains policies on a variety of security-related issues. Section 3.a, “Entry Procedures for GPO Buildings”, Section 4.c “Types of IDs That Grant Entry to GPO Facilities”, and Section 5, “Visitor Control” specifically affects GPO customers/contractors and the way they currently conduct business with GPO.

Federal visitors will no longer be permitted to gain access into GPO Headquarters with a Government identification badge not issued by GPO. All visitors entering GPO to conduct business must sign in at the front desk located in the Main Lobby at the 732 North Capitol Street entrance, obtain and display GPO visitor’s badge, remain under escort at all times, and return visitor’s badge to security personnel at front desk upon departure. GPO Security defines a visitor as anyone who does not have a valid GPO identification badge.

Federal customers/contractors who frequently visit GPO to conduct business can request a GPO Affiliate Badge which must be renewed yearly. Request must be on your agency’s letterhead, signed by the division head, have contact information for division head and/or your agency’s Security Office, and include the following information for the person seeking the GPO Affiliate Badge: name, social security number, date of birth, agency name and address, telephone number, fax number, and e-mail address.

Your request will be forwarded to GPO’s Physical Security Branch for review and approval. Upon approval, you will be contacted by GPO’s Physical Security Branch to schedule an appointment to obtain your GPO Affiliate Badge.  Due to the sensitive nature of the information, it is recommended that you hand-deliver requests to your designated GPO Agency Publishing Services Team or Chief, GPO Physical Security at (202) 512-1367.
