NCEE provides this repository of working papers as a service to the environmental economics community. "Working papers" are professional papers or reports of interest to the community that are already available elsewhere on the Web or can be made available on the Web without violating copyrights. Papers not currently on the Web can be included, but only if a non-copyrighted version is provided. The papers in this inventory do not represent the views of EPA, including draft EPA reports. We have provided detailed submission instructions.
