DOT’s/MARAD’s Small and Disadvantaged Business Program is designed to ensure that small businesses (including veteran-owned, service-disabled veteran-owned, HUBZone, disadvantaged, and women-owned businesses) have an equitable opportunity to participate in DOT’s/MARAD’s procurement programs, and that they receive a fair share of the resulting contract awards. The status of a business entity as “small” is determined by criteria established for each industry by the Small Business Administration (SBA) size standards as published in the regulations of the SBA (Title 13, CFR Part 121).
