In addition, the LEA must have used at least 75 percent of its bonding capacity and have an average per-student assessed value of real property taxable for school purposes that is below its State average. Applicants that meet these criteria and apply for an emergency repair grant for an individual building fall within the second priority and will be considered if funds are available after all fundable first priority applications are awarded. Applicants that apply for a modernization grant for an individual building fall within the fourth priority.
If your LEA is considering applying on behalf of an individual school, you should carefully review sections 222.179 (Emergency grants) and 222.182 (Modernization grants) of the regulations.

Because of the limited funds available, we believe that most awards will be made to LEAs for emergency repair grants under the first priority described in section 222.177 of the regulations.
