Alaska Native Village Water Infrastructure

EPA's Alaska Native Villages Water Infrastructure Program provides grants to the State of Alaska for wastewater and drinking water improvements in Native and rural areas. Approximately one in six Native and rural households in Alaska lack access to basic drinking water and wastewater facilities.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Project progress reports provided by grant recipient (State of Alaska) were not accurate and did not contain all the information required including comparison of outcomes to targets, reason for delays, percentage of outputs completed and explanation of changed scope of projects.
  • Program has not implemented regular procedures for achieving efficiencies and cost effectiveness. Database for project reporting system is not complete and does not contain all projects funded by EPA dollars to fully evaluate efficiency.
  • EPA Inspector General has determined funds transferred to the Indian Health Service to the Alaska Native Tribal Health Consortium, which is approximately 50% of the EPA funds awarded to the State of Alaska, do not meet EPA financial statutory requirements.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Correcting incomplete data fields and reporting deficiencies in database to support analysis for cost effectiveness and efficiency by January 30, 2007.
  • Finalizing web based reporting system to include all projects funded by EPA dollars by April 30, 2007.
  • Developing draft regulations for the financial management and oversight of the program including all grants to the State of Alaska and any subsidiary recipients of EPA funds by March 1, 2007.
