Hydrogen Technology

This program develops hydrogen production, storage, delivery, and safety technologies and fuel cells to accelerate the use of hydrogen fuel in transporation and other applications. It funds research, development, demonstration, and education. Hydrogen fuel can reduce the Nation's use of oil and reduce related emissions.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has established adequate long-term and annual measures and has demonstrated progress in achieving its targets. For example, the program has consistently met cost reduction targets for producing hydrogen and for an automotive fuel cell system powered by hydrogen. Independent evaluations have generally confirmed that the program is achieving results.
  • The program has identified an efficiency measure but needs to establish an adequate baseline and targets. The program and other applied reseach and development programs within the Department of Energy use administrative overhead rate to measure efficiency. The program needs to develop a consistent methodology to account for all administrative overhead expenses.
  • This program is working to improve its estimates of potential program benefits and use that information to guide budget decisions. The program and other applied research and development programs at the Department of Energy have made significant progress, but estimates are not yet comparable between programs.

  • Working with other applied research and development programs within the Department to establish an adequate baseline and targets for a shared efficiency measure.
  • Developing guidance that specifies a consistent framework for analyzing the costs and benefits of research and development investments, and using this information to guide budget decisions.
