Hazardous Materials Transportation Safety

The purpose of the hazardous materials safety program is to minimize the likelihood of, and provide adequate protection against, the risks to life and property inherent in the transportation of hazardous material. The program includes regulatory, inspection, enforcement, training, and research and development activities.

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The hazardous materials safety program has made progress in reducing deaths, injuries, property damage, and economic disruption from hazardous materials incidents in transportation. However, the current performance targets for reducing serious hazardous materials incidents are not ambitious enough and need to be revised.
  • The program lacks a strategic plan which makes it difficult to identify or address any planning deficiencies. In addition, there have not been any recent independent program evaluations conducted of sufficient scope. The program does not currently have a plan to conduct program reviews on a periodic basis.
  • The program's regulatory activities are designed to ensure that hazmat regulations achieve program goals. The program's special exemption process provides efficiencies and cost-savings for both the regulated community and the Federal government.

We are taking the following actions to improve the performance of the program:

  • Revising long term and annual targets for serious hazardous material incident to make them more ambitious.
  • Developing a strategic plan for the program that ties to the Department of Transportation's strategic plans and goals.
  • Scheduling a comprehensive program evaluation.
