Minerals Management Service - Outer Continental Shelf Minerals Evaluation and Leasing

The program offers access to natural resources on the Outer Continental Shelf, including oil, natural gas, and sand and gravel. The program provides resource access while safeguarding the environment; considering stakeholder comments; preserving free competition; and receiving fair market value for the nation's resources.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program manages access (leasing) to mineral resources very proficiently, but statutes limit the program from offering oil and natural gas resource access to all Outer Continental Shelf lands limiting the nation's ability to develop new energy resources.
  • The program will be expanding to manage access to other natural resources, such as wind generation on the Outer Continental Shelf with the passage of the Energy Policy Act of 2005. This will allow the energy industry to develop renewable energy projects on the Outer Continental Shelf.
  • Some of the program's performance measures contain targets that are not ambitious. They are not always adjusted regularly.
