PUBLIC SAFETY COMMUNICATIONS

The NIST / Office of Law Enforcement Standards (OLES) and ITS are working with the DHS Office of Interoperability and Compatibility (OIC) to support the emergency response community and industry in their effort to accelerate the development of Project 25 (P25) standards for interoperable communications.

One of the keys to achieving near-term interoperability of P25 radios is to bridge between potentially non-interoperable RF systems using standard IP-based protocols. In P25, this bridge is referred to as the Inter-RF Sub-System Interface (ISSI). The ISSI suite comprises protocols that are built on top of Session Initiation Protocol (SIP) for call control signaling and Real-time Transport Protocol (RTP) to support push-to-talk (PTT).

To test and measure ISSI equipment and infrastructure, ITS is developing the Department of Commerce ISSI Evaluation and Test System (DIETS), which serves as an ISSI reference implementation and an ISSI test and evaluation framework.

DIETS Downloads

Following are basic steps for downloading and installing the DIETS application.

1. JRE 1.6 or above is required. After you have installed JRE 1.6, open a command-line prompt and type
   java -version to make sure you are pointing to the correct version in your path. If you are not using Java 1.6 or above, you will get a class version error.
2. Packet capture requires jpcap—we have included a jar for this, but it may not be the latest. Please download and install the latest.
3. If running under Microsoft Windows, download and install WinPCap to support packet capture.
4. Click diets-install-1.0.rc1.jar to download and install the DIETS application.

If you are unable to save/download the file, check your browser's downloads configuration. You can also try these steps:

1. Right-click diets-install-1.0.rc1.jar to save or download the file.
2. Run java -jar diets-install-1.0.rc1.jar after downloading.

If Java does not respond to run the file, ensure your Java version is 1.6 or above.
