NTIA's Office of Spectrum Management released a report, Assessment of Compatibility Between 25 and 12.5 kHz Channelized Marine VHF Radios. The report supports a proposal the U.S. plans to submit at the 1997 World Radio Conference (WRC -97) to permit narrowbanding the maritime mobile VHF band.

The papers address the benefits, challenges, and limitations of self-regulatory privacy regimes.

A report by NTIA's Spectrum Planning and Policy Advisory Committee (SPAC) summarizes and discusses policy considerations that are relevant to the transfer of radio spectrum from Federal Government to the private sector and/or sharing of Federal Government spectrum with private sector users. This report is the result of the SPAC's efforts to study and advise the NTIA on the problems inherent in recent loss of government spectrum. The report is not a publication of the NTIA, but is intended as advice to the NTIA and other bodies governing the use of the radio communications spectrum.

The White House released A Framework for Global Electronic Commerce. The Framework establishes a set of principles to guide policy development, outlines the Administration positions on a number of key issues related to electronic commerce, and provides a road map for international negotiations, where appropriate. It also identifies which government agencies will take the lead in implementing this work.

On February 7, the Office of the U.S. Trade Representative, the Department of State, and the Department of Commerce filed a joint letter supporting the FCC's goals and objectives in the International Settlement Rates Notice of Proposed Rulemaking (NPRM), IB Docket No. 96-261.

The Secretary of Commerce in consultation with the U.S. Department of Health and Human Services has released the Telemedicine Report to Congress. NTIA staff made major contributions to the preparation of this report. 

NTIA filed Reply Comments in CC Docket 96-45, In the Matter of Federal State Joint Board on Universal Service. NTIA commended the Joint Board on Universal Service's recommended decision for universal service while suggesting several modifications to its current recommendations. 

FED-STD-1037C, Glossary of Telecommunications Terms, has been published. The hypertext Glossary was developed by NTIA's Institute for Telecommunication Sciences. 

NTIA Special Pub 96-322, High Frequency (3-30 MHz) Spectrum Planning Options, has been released. As part of NTIA's Strategic Spectrum Planning Program, the report examines additional HF spectrum requirements for the maritime mobile, aeronautical mobile, mobile, amateur, and broadcasting services. The report is available in both HTML and WP 6.1 formats. 

NTIA filed a letter with the FCC in MM Docket No. 87-268, Technical Standards for Digital Television, applauding the broadcasting, consumer electronics, and computer industries for reaching a compromise regarding technical standards for digital television sets.

The report provides a comprehensive analysis of the availability of telecommunications technologies that can be deployed economically in rural areas. The report is available in several formats. Falling Through the Net is a study of telephone penetration and computer and modem ownership and use.
