The meeting was opened at 10:00 AM with introductions.

Agenda Items:

Composite Working Group update on proposals:
Discussion: An update on the composite ad hoc working group activities was given by Kenneth Hutton. The discussion at the recent TransTAC was on the Wassenaar proposal and feedback was received from TransTac attendees.
Actions: CWG will continue with biweekly conference calls while wordsmithing proposals into Wassenaar format. Approximately 50 people from various companies and agencies are participating in the Working Group – subgroups are addressing hot melt equipment, nanotubes, etc.

Australia Group Plenary:
Discussion: Kimberly Orr reported on the Australia Group Plenary change of date from June 2008 to mid-April 2008.
Actions: None

ECCN review:
Discussion: Bioprocessing review leader Dr. Tony Lubinecki brought up the poor response from industry: 37 separate companies were solicited for input on ECCN review with no response.
Actions: Chemical and Biological Controls Division with outreach to biological meetings such as the American Society of Microbiologists as funding allows.

Export Control Directive from President George W. Bush on January 22, 2008:
Discussion: Deputy Assistant Secretary Matthew Borman gave a brief review of this new directive which mandates a move toward a global outlook and provides help to exporters with expanded entity lists, and review of the Commerce Control List to update controls.
Actions: MTAC will continue with ECCN review.

Public Comments and New Business:
Discussion: Teleconferencing provided during the open session. Remarks were taken from the listening audience before the TAC moved into closed session. Technology controls 2E001 and 2E350 in regards to repair equipment where discussed.
Actions: Participants encouraged to send discussion/suggestions for technology controls on repair equipment.
