OPENING REMARKS

Chairman Paul Warndorf called the meeting to order and requested all present to introduce themselves.

PRESENTATION OF PAPERS AND COMMENTS BY THE PUBLIC

There were no papers or comments provided by the public attending the meeting.

REPORT ON 2007 SEPTEMBER WASSENAAR EXPERTS’ MEETING

There was a brief review of various proposals that were discussed at the fall Wassenaar Experts’ meeting. It was reported that:

This proposal that was the same as one submitted in 2006 could not be agreed upon and, therefore, was withdrawn.

This proposal attempted to decontrol 4-axis machine tools with travels less than 2 meters, while maintaining the 4.5µm accuracy level for machines greater than 2 meters. This proposal was not agreed upon and, therefore, was withdrawn.

Similar to a 2006 proposal, this proposal is to add inflatable membrane tool finishing and fluid jet finishing to the control list. It was agreed that both type technologies be included in the item.

This proposal was to eliminate the word “munitions” from the control and change it to “potentially explosive atmospheres.” It was agreed that the terminology be changed to “… potentially explosive munitions environments;”

There was also a note added that decontrolled robots specially designed for paint spraying booths.

This proposal requested a change in how machines are to be selected for determining the “stated positioning accuracy level” for a given machine model. After discussions the following wording was approved.

5. Stated positioning accuracy levels derived from measurements made according to ISO 230/2 (1997) or national equivalents may be used for each machine tool model as an alternative to individual …

MPETAC FUTURE ACTIVITIES

DISCUSSION ON 2008 PROPOSALS

The MPETAC Chairman noted that the MPETAC proposal on 5-axis milling machines was to be submitted again for consideration as a Wassenaar proposal. All MPETAC members present agreed to the submittal.

It was also noted that there may be two other proposals submitted for consideration by other agencies addressing coordinate measuring machines and material additive processing equipment.

REPORT ON PROPOSED CHANGES TO THE EXPORT ADMINISTRATION REGULATIONS

It was noted that the DoC “Revisions and Clarification of Export and Reexport Controls for the People’s Republic of China (PRC)” was now available on the BIS website. It was noted that at least one company was having problems receiving end user certificates from Ministry of Commerce in China.

The Department of Commerce provided insight into a number of other topics including, the addition of new entities for licensing requirements in the General Order #3.

OTHER BUSINESS

There was no other business discussed.

NEXT MEETING

The next meeting of the MPETAC is planned for December 13, 2007.

CLOSED SESSION
