Application Process

The Technology Opportunities Program (TOP) awards grants through an annual competition. On February 17, 2004, the Commerce Department's National Telecommunications and Information Administration (NTIA) announced the Fiscal Year 2004 grant round for TOP. For FY2004, $12.9 million is available for matching grants. The grant round for FY2004 closed on April 27, 2004.

The Announcement of Federal Funding Opportunity describes the conditions under which applications were received by TOP, idenfies and explains the review criteria, and describes the selection criteria for FY2004 funds. The full TOP FY2004 application kit is available here for reference purposes.

This website also includes a set of online tools with some of the required forms for a TOP application. You can also download the .PDF versions of these forms from TOP's Grants Management page.

To help you start or refine your planning process, TOP has developed a series of evaluation guides. These guides provide worksheets and exercises on how to integrate program planning, evaluation, and implementation for greater success.
