Determine Whether You Are Eligible

Eligibility Determination Considerations

If there is a good chance that you will apply for an MDCP award, send a letter, email, or fax requesting an eligibility determination to:

Brad Hess
MDCP Manager
U.S. Dept. of Commerce
14th St. and Constitution Ave., NW
Room 3215
Washington, DC 20230

Your request does not need to be mailed. You may email your request to Brad.Hess@mail.doc.gov with documents attached, or you can fax it to 202-482-4462.

Include all of the documents listed below that are available to you:

  • Most recent audited financial statements or annual report.
  • Articles of incorporation.
  • IRS letter of acknowledgment of 501 (c) status.
  • Published brochures and homepage.
  • Charter
  • By laws

If you already have an eligibility determination from us, you do not need to request another one. A determination from several years ago is valid so long as the organization character of your entity has not changed. For example, if you have a determination letter from three years ago, finding you eligible as a non-profit small business development center chartered by the U.S. Small Business Administration, you do not need another letter. However, if you are now chartered as a 501 (c) non-profit, you should submit a new request.
