COMMERCE DEPARTMENT SEEKS PUBLIC COMMENT ON COMMERCE CONTROL LIST REVIEW

WASHINGTON--- The Commerce Department’s Bureau of Industry and Security (BIS) announced today that it is seeking public comments on its review of the Commerce Control List (CCL) to better advance U.S. national security, foreign policy, and economic interests.

The CCL is a list of dual-use items (i.e., software, commodities, and technology) under the export control jurisdiction of the Commerce Department’s Bureau of Industry and Security (BIS). Dual-use technologies are primarily civilian, but have conventional military and WMD applications. The Department is seeking public comment as part of a systematic review process.

"U.S. national security and economic competitiveness are both advanced when our export controls focus on the most sensitive dual-use items. A systemic review of the CCL ensures that the regulatory regime is deliberative and incorporates all relevant data, including the hypercompetitive nature of the global marketplace and the changing nature of national security threats," said Mario Mancuso, Under Secretary of Commerce for Industry and Security.

"The public comments will contribute significantly to the review process," Mancuso said.

The CCL is updated regularly to reflect revisions in the control lists of the multilateral export control regimes in which the United States is a member. These public comments will help inform draft proposals to change the regime-based controls, as well as the unilateral controls implemented by BIS. BIS has also asked its technical advisory committees to participate in the review and make recommendations.

Today’s announcement in the Federal Register outlines four areas of particular interest:
