Effective November 16, 2005, the Bureau of Industry and Security 
               released a ruling on the "Establishment of New License Exception for 
               the Export or Re-export to U.S. Persons in Libya of Certain Items 
               Controlled for Anti-Terrorism Reasons Only on the Commerce Control 
               List."  The License Exemption symbol for these exports is USPL. 

This BIS license type will not be immediately available in AES. 
               Until available, please report the following for the export of 
               shipments moving under License Exception symbol USPL:

               License Number:  USPL 
               ECCN:            Please report the appropriate ECCN
