William Encinosa, Ph.D.
William Encinosa, Ph.D., holds a doctorate in Economics and an M.A. in mathematics from the University of Florida, and is
responsible for conducting and managing a comprehensive portfolio of research activities related to the industrial
organization of the health maintenance organizations (HMO) market, changes in the physician marketplace, and reform in the health insurance market. His
research areas include risk-adjusting, the impact of Medicare+Choice ACR regulations, the impact of HMO regulations,
the structure and impact of physician networks, the impact of hospital cost-shifting, and the economic impact of HMO
exclusive contracting bans. Among his publications are "Competition among Health Maintenance Organizations," and
"Towards a Benchmark for Optimal Prudency Policy," published in the Journal of Economics and Management Strategy and Journal of Regulatory Economics, respectively.
Prior to joining the Agency for Healthcare Research and Quality (AHRQ), Dr. Encinosa was a Robert Wood Johnson
postdoctoral fellow at the University of Michigan.
