Effective June 15, 2005, the U.S. Census Bureau is amending the
Foreign Trade Statistics Regulations to require that the Kimberley
Process Certificate (KPC) number for the exports and reexports of
rough diamonds be filed through the Automated Export System (AES).
* For such shipments, AES users will be required to enter the KPC
number, the correct Schedule B/HTS Number and the correct license
code as listed below.
* If users do not submit the proper information, one or more fatal
errors, listed below, will be generated.
* Fatal errors must be resolved and retransmitted before the
shipment moves.
* Vendors and self-programmers will be required to change their
edits and validations.

AES DATA INPUT REQUIREMENTS FOR EXPORTS/REEXPORTS OF ROUGH DIAMONDS
* License Code = 'T12'
* Schedule B/HTS Number = 10-digit code under one of the following
headings: 7102.10, 7102.21 or 7102.31
* KPC Number = must be 4-12 numeric positions and contain no leading
spaces
* ECCN = 'EAR99' or Leave it BLANK.
* Export Information Code = 'OS' or 'OI'
