Productivity Races II: The Issue of Capital Measurement

This paper explores the role of capital measurement in determining the productivity of individual textile plants. In addition to gross book value of capital, we experiment with a perpetual inventory measure of capital and implicit (estimated) deflator associated with the age of the plant. Following the methodology of the earlier paper (Productivity Races I), we find that measures of productivity constructed from different measures of capital are highly correlated. Further, their association with alternative measures of economic performance is approximately the same. Nevertheless, the perpetual inventory measure of capital -- the most desirable measure from a theoretical perspective -- does consistently outperform the other two measures.

Productivity Races I: Are Some Productivuty Measures Better Than Others?

In this study we construct twelve different measures of productivity at the plant level and test which measures of productivity are most closely associated with direct measures of economic performance. We first examine how closely correlated these measures are with various measures of profits. We then evaluate the extent to which each productivity measure is associated with lower rates of plant closure and faster plant growth (growth in employment, output, and capital). All measures of productivity considered are credible in the sense that highly productive plants, regardless of measure, are clearly more profitable, less likely to close, and grow faster. Nevertheless, labor productivity and measures of total factor productivity that are based on regression estimates of production functions are better predictors of plant growth and survival than factor share-based measures of total factor productivity (TFP). Measures of productivity that are based on several years of data appear to outperform measures of productivity that are based solely on data from the most recent year.

Business Failure In The 1992 Establishment Universe Sources Of Population Heterogeneity

This study shows that establishment dissolution declines with age and that age at dissolution differs for broad industry and geography groups, establishment affiliation status, and establishment size. The paper uses Bureau of the Census Standard Statistical Establishment List datasets, a census of establishments with employment for the United States for the year 1992. Hence, the findings constitute a comprehensive source of information on the relation between age and dissolution and place in context similar findings of studies restricted to specific industries and/or geographic areas. Whittling Away At Productivity Dispersion Futher Notes: Persistent Dispersion or Measurement Error?

This note considers several hypotheses regarding measurement error as a source of observed cross-sectional dispersion in plant-level productivity in the US textile industry. The hypotheses that reporting error and/or price rigidity in either materials and/or output account for a substantial portion of the observed dispersion in productivity are consistent with the data. Similarly, the hypothesis that transitory product niches or fashion effects lead to differential markups and consequently dispersion in observed productivity is consistent with the data. The hypothesis that transfer pricing problems lead to persistent differences in plant-level productivity, in contrast, does not appear to be consistent with the data. Finally, the hypothesis that some plants have permanent product niches that lead to dispersion in observed productivity does not appear to be consistent with data. In order to avoid imposing a strong functional form on the data, this note follows a non-parametric methodology developed in the early paper.

Efficiency of Bankrupt Firms and Industry Conditions: Theory and Evidence

We show that the incentives to reorganize inefficient firms and redeploy their assets depend on the change in industry output and industry characteristics. We use plant-level data to investigate the productivity of Chapter 11 bankrupt firms and asset-sale and closure decisions. We find no evidence of bankruptcy costs in industries with declining output growth, where most bankruptcies occur. In declining industries, bankrupt firms’ plants are not less productive than industry averages and do not decline in productivity while in Chapter 11. In these industries, Chapter 11 appears to be a mechanism for fostering exit of capacity. In high-growth industries, there is some limited evidence of productivity declines while in Chapter 11 for a subsample of firms that remain in Chapter 11 for four or more years. Examining asset sales and closures by bankrupt firms and their competitors, we find that Chapter 11 status is of limited importance in predicting these decisions once industry and plant characteristics are taken into account. More generally, the findings imply that Chapter 11 may involve few real economic costs, and that industry effects and sample selection issues are very important in evaluating the performance of bankrupt firms.

Firm Performance And Evolution Empirical Regularities In The U.S. Microdata

This paper presents a view of firm performance, industry evolution, and economic growth that contrasts with the traditional representative firm model. The paper reviews recent empirical work, primarily studies using the Longitudinal Research Database (LRD), that explicitly focuses on individual business units. The major empirical regularity in the studies is that heterogeneity is pervasive -- it is found across and within all sectors and across all plant characteristics. Further, firms are not only different in the cross-section. They enter at different times, make different choices, and react differently to economic shocks. Thus, to understand economic performance and competition, one must move beyond representative firm models. Competition must be understood as a process in which some firms choose correctly and grow while other firms choose poorly and die; the growth of the successful firms at the expense of less successful rivals drives economic growth.

Financing Small Business Creation: The Case of Chinese and Korean Immigrant Entrepreneurs

Prevailing scholarly literature misrepresents the realities of how immigrant Korean and Chinese entrepreneurs finance entry into small business. Supportive peer and community subgroups are not major sources of startup capital; the majority of all loan funds are raised by borrowing from financial institutions. The major single funding source is equity capital, which derives almost entirely from family household wealth holdings. Controlling for firm and owner traits, comparison groups of nonminority and Asian American nonimmigrant self-employed borrowers are shown to have greater access to loan sources than Korean and Chinese immigrants. High equity capital investment offsets this disadvantage. Absent rotating credit associations, and other minor debt sources, the average Korean/Chinese startup possesses substantially more financial capital than its nonminority counterparts.

Measuring the Impact of the Manufacturing Extension Partnership

In this paper, I measure the impact of the Manufacturing Extension Partnership (MEP) on productivity and sales growth at manufacturing plants. To do this, I match MEP client data to the Census Bureau?s Longitudinal Research Database (LRD). The LRD contains data for all manufacturing establishments in the U.S. and provides a number of measures of plant performance and characteristics that are measured consistently across plants and time. This facilitates valid comparisons between both client and non-client plants and among clients served by different MEP centers. The National Institute of Standards and Technology (NIST) administers the MEP as part of their effort to improve the competitiveness of U.S. manufacturing. The program provides business and technical assistance to small and medium sized manufacturers much as agricultural extension does for farmers. The goal of the paper is to see if measures of plant performance (e.g., productivity and sales growth) are systematically related to participation in the MEP, while controlling for other factors that are known or thought to influence performance. Selection bias is often a problem in evaluation studies so I specify an econometric model that controls for selection. I estimate the model with data from 8 manufacturing extension centers in 2 states. The control group includes all plants from each state in the LRD. Preliminary results indicate that MEP participation is systematically related to productivity growth but not to sales growth. Technology and Jobs: Secular Changes and Cyclical Dynamics

In this paper, we exploit plant-level data for U.S. manufacturing for the 1970s and 1980s to explore the connections between changes in technology and the structure of employment and wages. We focus on the nonproduction labor share (measured alternatively by employment and wages) as the variable of interest. Our main findings are summarized as follows: (i) aggregate changes in the nonproduction labor share at annual and longer frequencies are dominated by within plant changes; (ii) the distribution of annual within plant changes exhibits a spike at zero, tremendous heterogeneity and fat left and right tails; (iii) within plant secular changes are concentrated in recessions; and (iv) while observable indicators of changes in technology account for a significant fraction of the secular increase in the average nonproduction labor share, unobservable factors account for most of the secular increase, most of the cyclical variation and most of the cross sectional heterogeneity. Interfirm Segregation and the Black/White Wage Gap

This paper studies interfirm racial segregation in two newly developed firm-level databases. Within the representative MSA, we find that the interfirm distribution of black and white workers is close to what would be implied by the random assignment of workers to firms. However, we also find that black workers are systematically clustered in "black" employers where managers, owners, and customers are also black. These facts may be reconciled by the facts that a) there are not enough black employers to generate much segregation and that b) perhaps other difficult-to-identify forces serve to systematically integrate black and white workers. Finally, we find that the black/white wage gap is entirely a within-firm phenomenon, as blacks do not work in firms that pay low wages on average.
