Developing Metrics that Matter
On Wednesday, September 12, 2007 this webinar discussed factors that truly represent effective organizational performance such as product quality or customer satisfaction are often complex and abstract. It is believed that there are just too many facets and subordinate qualities associated with the factor to be represented by a single meaningful metric. They are considered “unmeasurable.” This session took the position that if you’re willing to put the time, effort, and investment in the measurement process, you can derive a valid and reliable numerical score that will truly represent any factor, no matter how abstract. It provided three approaches for assigning numerical scores to represent important abstract factors using measurement techniques that are considered accurate and meaningful: (1) finding a representative indicator, (2) building an index score, and (3) constructing a measurement instrument. For each approach, the session described the systematic process for applying the technique, showed some examples, and discussed the benefits and pitfalls.

Challenges Facing Those Responsible for Agency IT Investment

On Wednesday, June 13, 2007 the first 15 minutes of this discussion was devoted to a very brief overview of an IT Capital Planning and Investment Management approach, which has been developed by employing many of the ideas that underpin a financial investment portfolio approach.  The purpose of this overview is to ensure that those attending the discussion have a clear understanding of the basic concepts of IT Capital Planning and Investment Management using an investment portfolio approach.  The balance of the time allotted was used to discuss current challenges facing those responsible for IT Capital Planning and Investment Management in the Public Sector.

Enterprise Architecture Strategic Business Value

IT Project Managers – No, Project LEADERS

Mr. Norm Crane looked at what important research says about a process for developing specific leadership skills and how these skills can be applied in the different context of an IT Project. Resources were suggested for further study and leadership development.

Cyber Security of Local Infrastructure

Privacy Issues in the Federal Government: A 2006 Update

Earned Value Management - An Invitation to the Inaugural IRMC Webinar

On Wednesday, October 11, 2006 at 11:00 (Eastern Time), the IRM College hosted the first of a series of monthly interactive webinars. Each webinar will last less than one hour, be presented by an expert from the IRM College faculty, and provide an executive-level introduction to a topic of importance to information technology leaders.

The inaugural webinar provided an executive-level introduction to Earned Value Management (EVM). The Office of Management and Budget requires that agency budget submissions include information on their use of EVM for IT projects. This webinar reviewed legislative and policy direction for using EVM, provide a conceptual understanding of EVM and how it may be used to strengthen project performance management, and suggest additional resources for senior managers who want to develop a deeper knowledge of this powerful project management methodology. Webinar Archives of Clinger-Cohen Conference
The National Defense University’s Information Resources Management (IRM) College hosted the third annual Clinger-Cohen Act (CCA) Knowledge Fair, June 27.  Set in the context of CCA’s tenth anniversary, this year’s fair focused on integrating the requirements of CCA into mainstream processes, while improving DoD decision-making.

This working conference brought together senior leaders and subject matter experts from the CIO, acquisition, and other interested DoD communities to jointly address current and upcoming challenges related to the application of the CCA, for both weapons and business systems. This event was built on a CCA assessment and improvement project already underway, as well as an emerging new model of CCA oversight being developed by the DoD CIO.  Over 120 attendees worked together to identify practical approaches for integrating CCA requirements into the existing and proposed mainstream processes, such as JCIDS, PPBE, and the Defense Acquisition System.

New for the Conference this year was the IRM College’s delivery of the two main events of the conference via the Web using webinar technology.  This enabled participation to be extended to a larger  community of interest.  Two plenary sessions were offered in this format: a panel discussion moderated by Dr. Margaret Myers (Principal Director, DoD CIO) (webinar Session 1), and a presentation by Mr. John Grimes (DoD CIO) (webinar Session 2).  Both sessions are now available to login for viewing at http://www.mshow.com/index.asp?usertype=0
