In cooperation with Fishlake National Forest and Sevier County, the Federal Highway Administration, Central Federal Lands proposes to reconstruct portions of Utah Forest Highway (FH) 39. UT FH 39 begins at the intersection of FH 42 (Fremont River Road) and FH 13 (Fish Lake Road) and proceeds northward for 47.5 kilometers (29.5 miles) along Sevenmile Creek and Gooseberry Creek to its junction with Interstate 70. The junction is approximately 11.3 kilometers (7 miles) east of Salina, Utah. The route is primarily on Federal land within the Fishlake National Forest in Sevier County. The road is maintained by Sevier County. The first phase (Phase 1) of the route reconstructed 21.9-km (13.5 miles) of FH 39, from just south Twin Ponds Road to just south of the I-70 interchange. This construction was completed in 2005.

The scope of work for this project, Phase 2, includes reconstruction of the route from just south of Twin Ponds Road south for 8.154 km (5.07 miles) to south of Gates Lake Road.

This project was awarded to RAM Constructors, Orem UT for $8,610,513.
