Planning and Project Initiation Guidelines
These guidelines have been created to provide guidance to CFLHD employees and help our Federal Lands Management Agencies (FLMA) with how effectively plan, initiate and program new projects. These guidelines should serve as a planning tool and as a foundation for the relationship with our partners in the delivery of the Federal Lands Highway Program (FLHP). As a result of the guidelines being a living document, you'll find that some of the items in these guidelines have yet to be "hot linked." Please continue checking this site as these guidelines are updated regularly.
In order to read the Adobe Acrobat (pdf) files you will need to download Acrobat Reader. This is freely available from the Adobe Acrobat website.
Disclaimer: These guidelines should be interpreted in a manner consistent with applicable law, regulations, and official agency policy. These guidelines are intended only to improve the internal management of the Federal Highway Administration and is not intended to, and does not, create any right, benefit, substantive or procedural, enforceable at law or in equity by a party against the United States, its departments, agents, instrumentalities, or entities, its officers or employees, or any other person.
