Dislocated Workers Information -JTPA Services for Laid-Off Federal Employees Reemployment services, including retraining and relocation assistance, are available to eligible dislocated workers through Title III of the Job Training Partnership Act (JTPA).  Services can be accessed through State Dislocated Worker Units (DWUs) and local substate grantees.

ELIGIBILITY: Workers who have lost their jobs or who have received a notice of layoff, and are unlikely to return to their previous industry or occupation are eligible for the program. This includes federal employees who are losing their jobs and have received a RIF notice or Notice of Expected Separation.

Receipt of services is not an entitlement. It is based on individual need and the availability of resources.

SERVICE DELIVERY STRUCTURE: The Governor ofeach State designates a Dislocated Worker Unit (DWU)which has the primary responsibility for overall administration and management of the program in the State, and one or more substate grantees which are responsible for providing services to eligible dislocated workers. The programs are designed and operated at the local level, where decisions about who can be served and which services will be offered are made based on local labor market needs and opportunities, and available resources.

AVAILABLE SERVICES: Title III authorizes acomprehensive array of retraining and readjustment services.  States and local substate grantees can tailor the services to meet participants' Individual needs based on the funds available. These services include:

* Rapid Response. The DWU, upon receiving informationon impending plant or facility closures, or layoffs of 50 ormore workers, provides onsite orientations for affected workers on available services.

* Retraining Services. Workers can receive classroom,occupational skills, and/oron-the-job training to qualify forjobs in demand. Basic and remedial education, entrepreneurial training, and instruction in literacy or English-as-a-Second-language may be provided.

* Readjustment Services. These include: outreach: skills testing and career counseling; financial management counseling; labor market information; job development; job search and placement assistance; supportive services (including child care and transportation allowances); and relocation assistance.

* Needs Related Payments. Dislocated workers who have exhausted their unemployment insurance (UI) benefits may receive needs-related payments while they complete training.

* Certificates of Continuing Eligibility. These certificates allow eligible dislocated workers to defer the start of retraining, or to obtain their own retraining without losing their eligibility for assistance in the program.

FUNDING: Eighty percent of the funds appropriated annually for the JTPA Title  III program are allocated by formula among the States and substate areas to provide services to eligible workers. For layoffs of large numbers of workers in a specific area, the States or substates may apply for grants from funds (20%) of the annual appropriation) which are reserved by the Secretary of Labor.
