Missouri Fugitive, Alleged Pedophile Caught in PhilippinesBureau of Diplomatic SecurityWashington, DC June 28, 2007 State Department Special Agents and U.S Marshals Service Team Up to Return Suspect Farmington fugitive Larry Ronald Bable was deported from the Philippines Tuesday, after being captured by Philippines Immigration officials earlier this year. U.S. Embassy Diplomatic Security (DS) special agents in partnership with the U.S. Marshals Service coordinated with Filipino authorities and U.S Department of Justice officials to facilitate Bable’s capture in Davao City. The Philippines Immigration Intelligence Division apprehended Bable on February 27 without incident. Bable is wanted in Saint Francois County, Missouri, in connection with a charge of child molestation in the 1st degree from 2005. A warrant was issued for unlawful flight to avoid prosecution in January 2007 by the Eastern District of Missouri District Court after Bable fled. U.S. Marshals transported Bable to Guam where he remains in custody awaiting extradition to Missouri. “I applaud the efforts and assistance of the Bureau of Diplomatic Security, the U.S. Marshals Service, and the Philippines Immigration Office. We greatly appreciate the international cooperation and teamwork to locate this subject and return him to our jurisdiction,” said St. Francois County Prosecuting Attorney Wendy Horn. “This is an excellent example of international law enforcement cooperation” said U.S. Marshal Ron Henderson of the Eastern District of Missouri. “Bable’s arrest shows the U.S. Marshals Service’s commitment to bringing sex offenders to justice.” Greg Starr, Director of the U.S. Department of State’s Diplomatic Security Service (DSS), stated, “It’s this type of close, worldwide law enforcement liaison capability that gives Diplomatic Security unparalleled ability to locate, pursue, and apprehend fugitives like Bable. His return highlights the critical role DSS plays in bringing suspects and fugitives to justice, regardless of where they may hide. Bable’s apprehension was the direct result of law enforcement coordination and field efforts by Diplomatic Security, the U.S. Marshals Service, the U.S Consular section of our Manila Embassy and the Philippines Immigration Intelligence Division." Because the U.S. State Department’s Bureau of Diplomatic Security is the most widely represented law enforcement organization in the world, their capability to track and capture fugitives who have fled U.S. jurisdiction to avoid prosecution is unmatched. During 2006, DS assisted in the resolution of 126 international fugitive cases. Fugitives were tracked, located, and apprehended in a total of 47 different countries in every region of the world. The Bureau of Diplomatic Security is the U.S. Department of State’s law enforcement and security arm. The special agents, engineers, and security professionals of the Bureau are responsible for the security of 285 U.S. diplomatic missions around the world. In the United States, Diplomatic Security personnel protect the U.S. Secretary of State and high-ranking foreign dignitaries and officials visiting the United States, investigate passport and visa fraud, and conduct personnel security investigations.
